We are a generally-certified appraisal firm, licensed both in Idaho and Wyoming. Our firm was created in 1980 by Gene E. Kelley. He appraised for D.V. Groberg, Co., for 20 years prior to creating this firm. During his tenure, he was a designated member of the American Society of Farm Managers and Rural Appraisers (ARA).
In 1984, Greg Kelley joined the appraisal firm. He had significant experience in appraising farm, ranch and recreational properties. He spent many years doing appraisals for various Governmental entities, such as the U.S. Forest Service, Bureau of Land Management, Bureau of Indian Affairs and various State Departments including, the Department of Lands and Department of Transportation. Greg and Jeff appraised together for 26 years until his recent passing on April 8, 2021.
In 1994, Jeff Kelley joined our appraisal team. He received his education at Brigham Young University, earning a BS degree in Finance and Economics. He later attended law school at Whittier College School of Law, in Los Angeles and received a Juris Doctorate. Prior to joining the firm, he employed as a lawyer in Newport Beach, California for four years. He is an inactive member of the California, Utah and Idaho Bar Associations.
Jeff is licensed as a general-certified appraiser in the State of Idaho. He received training through the Appraisal Institute, completing all of their course work. Jeff has extensive experience in appraising commercial and industrial properties. He has appraised large office buildings and retail shopping centers. He also has extensive experience in subdivision appraising. Because of his background in law, he has extensive experience in appraising properties in litigation. He has been a witness in deposition and court trial hearings.
In addition, Jeff has extensive experience at appraising special-use type properties, such as gravel pits, post offices, schools buildings and recreational lodges. He also has experience in appraising electric hydro-plants, agricultural processing facilities and bulk plant operations, including fuel and fertilizer plants.
Jeff experience extends beyond appraising. He served eight years on the Shelley City Council, in Shelley, Idaho. He is also a founding member of the Regional Economic Development of East Idaho (REDI), a regional development company. He currently serves on the East Idaho Regional Waste Water Authority (EIRWWA). He also served as President of the Idaho-Utah Chapter for the American Society of Farm Managers and Rural Appraisers (ASFMRA}. Recently, he created and is a partner in Community Pioneer Publications, a local online news service and newspaper for northern Bingham County, Idaho. This paper replaces to the Shelley Pioneer, a newspaper that was published from 1903 to 2015.
We have extensive experience appraising irrigated farm ground, dry crop land , ranches, water rights and grazing permits. This type of appraising includes quasi-recreational, agricultural land and partial interests in such land. We also have experience in appraising this type of land for Conservation Easements, estates and financing.
Our firm performs retail, commercial and professional office real estate appraising. We have extensive experience in appraising specialized medical facilities, including surgical centers. We have appraised large, multi-tenant office buildings and schools. We have extensive experience in appraising C-stores & fueling stations, residential subdivisions and post offices.
We have appraised various types of industrial properties from manufacturing to warehouse properties. We have special expertise at appraising gravel pits and hydro-plant facilities. Some of our past projects have included agricultural storage and processing facilities.
Our firm has more experience at recreational real estate appraising than any other appraisal firm in eastern Idaho. In the past couple of years, we have appraised many of the larger, commercial lodges in the area. We have appraised large tracts of forested land and land with lakes, natural springs and hot springs.
